Hugo Fischer was a professor of Civil Engineering at the University of California, Berkeley, and a pioneering figure in the field of environmental fluid mechanics. Fischer completed his Ph.D. in civil engineering at the California Institute of Technology, where his fellowship began in 1965. He spent most of his career at UC Berkeley, where he authored the foundational textbook Mixing in Inland and Coastal Waters (1979) with colleagues—a work that became the standard reference for understanding how pollutants and other tracers disperse in rivers, estuaries, and coastal waters. His contributions to environmental hydraulics helped establish the scientific basis for water quality modeling and pollution control.
